Trio of Penn College Administrators Appointed to Senior Posts

Three employees at Pennsylvania College of Technology have been appointed to new positions in senior administration, effective July 1.

Carolyn R. Strickland will become vice president for enrollment management/associate provost, leading new strategic initiatives directed at enrollment and retention and providing leadership for Admissions/Financial Aid, the Registrar and Academic Services and First Year Programs.

Tracy L. Brundage will serve as vice president for workforce development, facilitating revitalization of noncredit and workforce training offerings in Workforce Development & Continuing Education at Penn College and ensuring they are fully integrated into college operations.

Joseph S. Yoder will serve as associate vice president for public relations and marketing, overseeing the former College Information & Community Relations, which becomes Public Relations & Marketing.



Carolyn R. StricklandAll three administrators will report directly to Penn College President Davie Jane Gilmour and serve on President’s Council.

“I look forward to working with Carolyn, Tracy and Joe in their new leadership roles on campus,” Gilmour said. “I’m confident they will serve the institution well and help us achieve our vision of becoming a national leader in applied technology education.”

Strickland, who currently serves as assistant vice president for academic services, joined Penn College in 2003. Previously, she served as director of student life and director of student activities.

Before coming to Penn College, she held positions in administration at Bucknell, Susquehanna and Lehigh universities. She has teaching experience at the University of South Carolina, Susquehanna University and Penn College. She is a graduate of Harvard University’s Institute for Educational Management.

Tracy L. BrundageStrickland earned a bachelor’s degree in psychology and urban studies from the University of Pittsburgh. She holds a Master of Education in student personnel services and a graduate certificate in women’s studies from the University of South Carolina. She is pursuing a Ph.D. at Penn State. She is a member of the Omicron Delta Kappa National Honor Society.

Brundage, currently serving as assistant vice president for workforce and economic development, has been employed at the college since 2007. Previously, she served as managing director, workforce development and continuing education.

Before working at Penn College, Brundage was director of continuing education at Penn State York; director of workforce development and continuing education at Harrisburg Area Community College, Lancaster; software education instructor for PC Focus, Lancaster; training coordinator for DynCorp Postal Operations Division, York; and a training specialist for Learning Systems International, Washington, D.C.

Joseph S. YoderShe holds a Ph.D. in workforce education from Penn State, a Master’s in Education in training and development from Penn State and a bachelor’s degree in psychology from Gettysburg College.

Yoder, who currently serves as public information director, has been employed at the college since 1999. Previously, he served as news bureau manager, public information officer and print media specialist.

Before coming to Penn College, he worked as a newspaper reporter and editor for the Williamsport Sun-Gazette and the former Record Newspapers Inc. in Chester County.

Yoder graduated magna cum laude with a bachelor’s degree in English and a concentration in journalism from Millersville University, where he was a member of Phi Kappa Phi national honor society and Sigma Tau Delta International English Honor Society. He is a graduate of Leadership Lycoming.
