Penn College to Host Building-Codes Seminar

A representative of the Pennsylvania Builders Association will present a seminar on building-codes enforcement on Tuesday, March 28, at Pennsylvania College of Technology.

In the program, sponsored by Penn College's School of Construction and Design Technologies, Louis Biacchi, director of governmental affairs for the PBA, will discuss the recently enacted statewide-building-code legislation. The association spearheaded a 12-year effort to enact a statewide code.

The program will be held at the Klump Academic Center Auditorium from 3:30 to 5 p.m.

Biacchi will address the major components of the law, including municipal enforcement, options for municipalities, inspection issues and the role and responsibilities of the state Department of Labor and Industry.

In his current post, Biacchi oversees and directs the PBA's political activities, helping to formulate and implement its legislative, regulatory and political agendas.

Previously, Biacchi served as director of governmental affairs for the Pennsylvania Retailers Association, legislative assistant to the Mines and Energy Management Committee of the state House of Representatives and minority executive director of the Federal and State Relations Committee of the state House.
