New Faculty Begin 2013-14 Academic Year at Penn College

A dozen new full-time faculty members with a diverse range of teaching and work experiences are on the job for the 2013-14 academic year at Pennsylvania College of Technology.

“The college is very pleased to welcome this talented group of faculty members to our ranks,” said Paul L. Starkey, vice president for academic affairs/provost. “They are impressive in their collective experiences in both teaching and their respective professions. They join with the rest of the faculty at Penn College in upholding our absolute commitment to the highest standards of education.”



The new faculty members are:

School of Business & Hospitality

  • Todd M. Keeley – faculty, baking and pastry arts/culinary arts


Keeley has more than 20 years’ experience managing and operating bakeries including Keeley’s Bakery and the Country Cupboard. An accomplished baker and cake decorator, he has served as an adjunct faculty member in the baking and pastry arts program since 2007. He attended Penn College and Bloomsburg University.

School of Construction & Design Technologies

  • Bradley Q. Kishbaugh – instructor, HVAC technology/mechanical and refrigeration


Kishbaugh graduated from Penn College in 1998 with a Bachelor of Science in HVAC Design. He has taught at Central Pennsylvania Institute and worked as an application engineering manager and sales engineer at Thermal Product Solutions. He brings expertise and experience in thermal design and system troubleshooting.

 School of Health Sciences

  • Pamela W. Baker – instructor, nursing programs


Baker joined the Penn College faculty in January; she’s been a registered nurse for more than 25 years. Previously, she was a clinical and classroom instructor for Thomas Jefferson University, Jefferson School of Nursing, Danville. She earned her diploma in nursing from Geisinger Medical Center School of Nursing, her bachelor's degree in nursing from Lycoming College and her master's degree from Mansfield University with a specialization in nursing education. She has certification through the National League for Nursing as a Certified Nurse Educator and is working toward a Ph.D. in nursing education at Widener University. She has worked in critical care, case management, staff development and administration. She maintains a clinical practice and works as a registered nurse in the Cardiac Recovery Suite at Geisinger Medical Center.

  • Gina L. Bross – instructor, nursing programs


Bross has been a registered nurse for 31 years and has 26 years of teaching experience, including all levels of basic registered nurse preparation. Prior to joining the Penn College faculty, she was a clinical and classroom instructor at Thomas Jefferson University, Jefferson School of Nursing, Danville. She earned a Bachelor of Science in Nursing from the University of Pennsylvania and a master's degree in nursing from Bloomsburg University. She is in the Ph.D. in Nursing program at Widener University. Her clinical expertise is in the area of critical care nursing.

  • Eyvonne N. McCarty – faculty, MRI


McCarty holds a Bachelor of Science in radiologic technology from Florida Hospital College of Health Sciences, an Associate of Science in radiologic technology from Mansfield University and a certificate in MRI/CT from Robert Packer Hospital. She has completed two semesters toward a master’s degree through Kaplan University. Her most recent employment was with Open MRI of Williamsport as director of education. She has 20 years of MRI experience.

  • Sandra L. Richmond – instructor, nursing programs


Richmond brings previous teaching experience at Penn College, the University of Phoenix and Duquesne University.

As a practitioner, she has been a certified school nurse for the Sullivan County and South Williamsport Area school districts, as well as a registered nurse at Susquehanna Health and Valley View Nursing Center. She received the Pennsylvania Association of School Nurses and Practitioners’ School Nurse of the Year award for the North Central District of Pennsylvania and the Area Health Education Center’s Outstanding Oral Health Initiative Award. Richmond holds a Doctor of Nursing Practice from Duquesne University, a Master of Science in exercise science from California University of Pennsylvania, a Master of Science in nursing from University of Phoenix, a Bachelor of Science in nursing from Lycoming College, and an associate degree in business administration from Williamsport School of Commerce.

School of Industrial, Computing & Engineering Technologies

  • Jacob B. Holland – instructor, welding


Holland brings 17 years of welding experience to Penn College, including five years as a postsecondary instructor at Washtenaw Community College, Ann Arbor, Mich., instructing welding students and serving as a SkillsUSA coach. He has also been an apprentice and journeyman welder member of Local 190 Plumbers and Pipefitters Union. Holland brings vast experience working on projects throughout the Midwest as a certified welder and a welding and fabrication foreman.

  • Robert “Spyke”  Krepshaw – instructor, computer information technology assistant


Krepshaw’s most recent position was with Lycoming College as executive director of Web development, developing and maintaining the college’s public website and internal portal. He also served as an adjunct faculty member at Penn College, teaching an introductory computer information course. Previously, he and fellow Penn College graduates owned and operated a custom software/Web development business in Williamsport. Prior to that, he worked as a member of the Web design team at Penn College. He holds an Associate of Applied Science and a Bachelor of Science in computer networking and Web development from Penn College and a Master of Science in instructional technology from Bloomsburg University.

  • Mitchell R. Morgan – instructor, metallurgy, material science and nondestructive testing


Morgan has been an adjunct instructor for Penn College since 2000, teaching courses in metallurgy and nondestructive testing.

Morgan’s industrial experience is in training of metallurgy, heat treatment and materials testing. He is a certified Level III ASNT inspector. His industry experience includes managing quality, manufacturing and engineering functions for various metals manufacturers. He has worked with a variety of industrial processes and material types in all phases of production.

School of Sciences, Humanities & Visual Communications

  • Deb Q. Bechtel – instructor, human services/social science


Bechtel has served since 2005 as a curriculum specialist in human services at Penn College. She has significant experience in various capacities in human services and social work in community mental health, early childhood instruction, casework with Lycoming County Head Start and other appointments as a child and youth specialist with Lycoming and Clinton counties. Previously, she worked as a children and youth protective services/assessment caseworker with the Lycoming/Clinton Joinder Board. She holds a Bachelor of Arts in elementary education from Indiana University of Pennsylvania and a Master of Social Work from Marywood University.

  • Justin M. Ingram – faculty, biology (anatomy and physiology)


Ingram comes to Penn College from a short-term appointment at Lock Haven University as an assistant professor, where he offered course work in biology, genetics and endocrinology. He worked as a graduate assistant at Penn State University, where he was also a postdoctoral scholar. Ingram has several articles pending publication in the Journal of Neuroscience Methods and has made presentations on his work at conferences and at Lock Haven University. He holds an Associate of Applied Science in nanotechnology and a Bachelor of Science in biology/chemistry from Lock Haven University and a Ph.D. in neuroscience from Penn State. He is teaching courses in anatomy and physiology.

School of Transportation & Natural Resources Technologies

  • William E. Burns – instructor, diesel equipment technology, heavy construction/diesel


A graduate of Penn College’s diesel technology program, Burns has been a faculty member at Universal Technical Institute for the past three years. Previously, he held positions in the agricultural-equipment and over-the-road-trucking industries.

Burns is Automotive Service Excellence master certified as a school bus and medium/heavy duty technician and holds ASE certificates in L2 advanced level specialist and A9 light duty diesel engines. He has his Pennsylvania state inspection license and class B commercial driver’s license 608/609 certifications, as well as several Cummins and Occupational Safety and Health Administration certifications.
