U.S. Army Capt. Scott M. Frederick, who earned a bachelor’s degree in welding and fabrication engineering technology from Pennsylvania College of Technology in 2004, was presented with an Alumni Achievement Award at the college’s December commencement ceremony.

Alumni Achievement Awards are presented to graduates from the past 10 years who have demonstrated achievement in at least one area, including noteworthy professional or career accomplishments or dedicated volunteer service to the college or community. Recipients also must demonstrate the importance of their Penn College education and continually support the mission of the college.

“During Scott's time at Penn College, he not only excelled academically, but also in his role as a student leader,” his nominator wrote. “While Scott was very involved on campus, he made his mark as the student who began Greek life on our campus.”

Frederick was a founder and first president of the Mu Xi chapter of Phi Mu Delta, the college's first social fraternity, and he was instrumental in the creation of an active alumni chapter on campus and in the community.

The night before May 2004 commencement, he was commissioned into the U.S. Army as a second lieutenant after completing the ROTC program at Penn College.

He has been deployed three times, twice to Iraq and once to Afghanistan. Among his many decorations, Frederick was awarded a Bronze Star for his work in support of Iraq’s first free elections. He was the police transition team chief in Baghdad and mentored more than 700 new Iraqi police officers who provided security during the voting process. He was responsible for overseeing the safe transport of ballots from Baghdad International Airport to a warehouse.

Frederick was also in charge of recruiting, interviewing and training more than 7,500 Sons of Iraq, a coalition of tribal sheikhs that united to maintain security in their provincial communities.

He is a distinguished honor graduate of the Military Police Officer Basic Course and the MP Captains Career Course, and he completed Airborne School, Air Assault School and Ranger School. He has served as a platoon leader, law and order operations officer, and company commander.

Frederick serves as an instructor at Fort Leonard Wood, Mo., responsible for the professional development of more than 150 newly commissioned lieutenants annually. In the spring, he will move to Washington, D.C., for an Interagency Fellowship with the Department of Homeland Security or the U.S. Marshal’s Service.

“I am not sure I have ever been more proud of an alumnus, as I am of what Scott has accomplished since leaving Penn College,” his nominator wrote.
